Abstract

|
This study is an attempt to analyse the income redistribution effect of the employees health insurance program.
This program as everyone knows, is the social security program for health security. Therefore the function of this program must be not only health security but also income redistribution.
The current program has made good in the side of health security since 1977.
.But there are some problems in the current program, for example, excluding the lower income class from this program, the cost -sharing of the insured, the unbalanced distribution of medical facilities among areas ( urban and rural ), the societies system of the medical insurance, etc.
The results of this study were as follows
I. The benefit rate of the insured was over 100 % in 1979, and it was 194.5 % in 1984. This trend may be going to continue. The benefit that is over 100% is the income transfered from the employer to the insured, and is the resuit of the income redistribution between classes.
(1) According to the analysis of the effective contribution rate, the effective contribution rate of lower income grades ( 100,000 - 250,000 won /month ) was higher than the statutory contribution rate of them, but that of upp.r income grades ( 250,000 500,000 won /month ) was lower than the statutory contribution rate of them.
(2) According to the analysis of Lorenz curve, the income distribution curve of post-coverage was farther from the ideal distribution curve than the income distribution curve of pre-coverge. And this phenomenon was too clear in the side of the income redistribution effect of the transfered income .
(3) In analysing the redistribution effect of total income by coefficient of variation ( C.V. ), C.V. in pre-coverage was 2.3548 %, C.V. in post-coverage was 2.3567%, and in analysing the redistribution effect of the transfered income, C.V. of contributions was 6.0073 %, C.V. of benefits was 6.1773 %.
(4) In analysing the redistribution effect of total income by mean deviation ( M.D. ), M.D. in pre - coverage was 35,483 won, M.D. in post - coverage was 35,773 won, and in analysing the redistribution effect of the transfered income, M.D. of contributions was 12,044 won, M.D. of benefits was 15,492 won.
As mentioned above, the dysfunction of this program could be seen in the effect of the income redistribution among grades.
3. According to the effect of the income redistribution among areas, the effect of income redistribution_ in 4 great cities was positive ( the redistribution rate of 4 great cities was 1.1% and that of Seoul was 2.7%) the effect of income redistribution in the other areas was negative ( the redistribution rate of those was -3.3 % ).
This means the dysfunction of this program in the effect of the income redistribution between urban and rural areas.
